 [attachment:39165.9.patch] Introduces the footer link, basic styling to
 keep tables aligned for readability and an updated `info.php` file that's
 brought in line with the `Debug information`tab in the Health Check plugin
 at this time.

 I'm still not sold on adding it to the side menu in wp-admin, it's not
 something we hope will need to be directly accessed in such a "grand"
 manner often, but the footer link works.
