New description:

 In WordPress 4.9.2, when creating a Link (i.e. the blogroll feature) it is
 not possible to wrap HTML tags around the text in the Name field:
 WordPress will simply display those HTML tags escaped on the website.

 Being able to add HTML tags around the Name text is important because it
 allows specifying foreign-language names with the {{{<span lang="XX">}}}
 tag for the sake of accessibility (screenreaders etc.) and semantic
 markup. My blog, for example, is in English, but some of the blogs linked
 to in my blogroll have foreign-language titles.

 WordPress already allows adding tags like {{{<span lang="XX">}}} in the
 Title field of new blog posts, presumably for precisely this purpose, so
 this feature should be made available to the Links editor as well.
