Comment:

 Reopening as this ''really'' ought to be in core. It should be as simple
 as a link in the footer that goes to this page. The entire health check
 plugin functionality could go in there. Simple mockup as made by
 @hedgefield coming right after this. I'll have someone on my team prepare
 a patch.
