 Matt mentioned in the WCUS state of the word that Gutenberg will launch
 with a plugin that disables and that plugin developers and theme
 developers will be able to disable it on a per-editor basis.

 As you said, this begs the question: how long will developers need to
 support both? But I don't think we'll need a new constant for it.
