 The commenter cookies are a good example of data stored for "convenience".
 They are not essential, used only to pre-fill the name, email and URL
 fields of the comment form when the commenter intends to post another
 comment.

 We should add a checkbox to the comments form that will inform the
 commenter about the cookies and act as opt-in.
