 We've discussed this ticket in today's design triage on Slack. We see
 there’s a need for a page for bulk user management in the admin panel of a
 multisite. We could make a mock up for how that page should look. But to
 do so, we need more info on what actions should be availalbe on that page?

 We can imagine stuff like
 - uploading bulk users via csv (already possible through a plugin)
 - assigning multiple users to one or multiple subsites
 - removing multiple users from one or multiple subsites
 - etc.

 For now, the design team requests more input on this, before we can think
 about a workflow and sketch that out.
