Comment:

 We discussed this ticket in design triage today and figured this ticket
 now has become a little outdated (but still very relevant) by the
 introduction of Gutenberg, since there won't be any editor changes
 happening that aren't from Gutenberg.

 We do think this part of UI needs improvement in Gutenberg as well, so we
 suggest continuing the discussion on Github where Gutenberg design tickets
 are.
