 In the latest patch I see that labels are still wrapping the elements even
 though they have a `for` value. Labels should either have a `for` or wrap
 the element - but not both. Or does the addition of the filedset/legend
 make this a moot point?

 I think the latest WP accessibility guidelines say to use the `for` method
 for labeling inputs.
