 Steps to reproduce:

 1. Set the Site Language to 'English (UK)'
 2. Set the Date Format to 'jS F Y'

 Expected result: 30th December 2018
 Actual result: 30th Dec 2018

 This is not observed if Site Language is 'English (United States)' where
 the 'F' will correctly print the full month name.
