Comment:

 To clarify a bit more, uploading an image from clipboard already seems to
 work in Gutenberg.

 When I paste an image from a URL, it's just hotlinked from the original
 URL. When I paste a locally stored image though, it does create an upload
 in Media Library. Tested in Opera 56, Windows 10.
