 37923.18.diff] I updated the version numbers for site meta.

 In [https://core.trac.wordpress.org/attachment/ticket/37923/37923.19.diff
 37923.19.diff] I updated the patch, to remove all the logic from the meta
 functions, into filters, the same as #44467 .
