 To recreate the issue you would need to install additional plugins which
 are dependent on the filter

 blocks.registerBlockType

 We could setup a test install for you with just the plugins and/or create
 a screen cast video to show you

 but the main issue lies with this filter being present in the latest
 version of Gutenberg, but it has not been added to the verison of WP we
 have running which is 5.0-RC3-43968
