Comment:

 The JS files being corrupted sounds like a Docker issue.

 For example, if you're using VMWare Fusion with Docker Machine, syncing
 corruption issues can occur: https://github.com/docker/machine/issues/1460

 Using Virtualbox with Docker Machine can also have corruption issues:
 https://frankooh.wordpress.com/2011/01/21/vboxsf-and-small-files/

 I'd probably start investigating there: if you're able to create another
 Docker environment exhibiting the same symptoms, are you then still able
 to reproduce it if the WordPress files are installed within the container,
 rather than mounted from the host?
