 Sure thing!

 In the admin page, go to Plugins > Add New > Upload Plugin.
 Upload a plugin file and install.
 You will then be taken to yoursite.com/wp-admin/update.php?action=upload-
 plugin

 If you click on the Activate Plugin button:

 You will notice the link to the right jumps up:

 Hope that helps and again, I'd love to do this myself, but I couldn't fine
 where the paragraph tag gets added. :)
