 Yeah, think so.

 Thinking there shouldn't be any blank lines there, generally. Perhaps in
 some edge cases (a "monster" functions with ten parameters each on a new
 line) blank lines followed by inline comments may be acceptable. But don't
 see a problem to warn about these as well.

 Of course. Lets look at that after the core coding standards are amended.
