 Does it still happen with all plugins disabled and a default theme (Twenty
 Seventeen) activated?

 There are no new editor options in 4.9.8. You can find the full list of
 changes in [https://codex.wordpress.org/Version_4.9.8 Codex]. Perhaps you
 are trying out the Gutenberg plugin?

 That said, TinyMCE was updated to
 [https://www.tiny.cloud/docs/changelog/#version480july112018 version
 4.8.0] in [43472], which seems to be the only actual editor-related change
 in 4.9.8.
