 I'm happy with any option that would make this work.

 I just wanted to react to this sentence that seems wrong to me and
 shouldn't dictate solutions:

 > the REST API runs in a front-end context where the site locale should
 apply

 The REST API doesn't run in the front-end and doesn't run in the backend.
 The REST API is context-agnostic and should be able to be used properly
 anywhere.

 And from this, I think a query argument to override any default behavior
 the REST API chooses make sense.
