 Using Chrome on a Chromebook and up-to-date install of WordPress and
 Gutenberg.  While editing a preexisting file in a block, the link tool
 fails to add the link to the highlighted text and moves the cursor back to
 the top of the block. This happens about 33% of the time and works
 correctly at other times.

 The tool doesn't close after then link is added, and there is no x to
 manually close it.
