Comment (by idea15):

 My idea was that the guidance texts (e.g. "in this section you should..."
 would not appear inline in the actual page text, but would be guidance
 within the interface.

 If we put the guidance texts inline we're going to have several million
 web sites out there with "in this section you should..." as their privacy
 notice.
