Comment (by idea15):

 1) "Privacy notice" isn't a matter of my personal opinion, it's European
 regulator terminology. "Notice" is a conscious effort to get away from
 "policy", which is seen as an American contractual term. Policy = internal
 document. Notice = public statement. It's like the difference between
 Wordpress and WordPress, dangit

 2) While that's true, we also need to meet the expectations of our users
 who need to do the privacy notice process for GDPR. They've had many years
 to do this independently outside any regulatory deadline.

 On the suggested text, let's please make it as user friendly as possible.
 I suggest the following:

 This tool wil help you to create a comprehensive and accountable privacy
 notice.

 If you already have a privacy notice page, please select it below. If not,
 create one.

 After your privacy notice page is created or selected, you will be able to
 manually edit it. The page will include headings, suggestions, and plugin
 details to help you capture all the information you need. However, it is
 your responsibility to use those resources correctly, to provide the
 information that your privacy notice requires, and to keep that
 information current and accurate.

 We strongly recommend reviewing your privacy notice from time to time, and
 after you update your WordPress software and plugins. Updates can create
 changes which you may need to reflect in your privacy notice.
