Comment (by idea15):

 We can't put words into users' mouths, but we do have to give them all of
 the prompts they will be required to show with a European-compliant
 privacy policy. Even if the WP install out of the box does not generate
 any data that would fit under any given prompt, they still need those
 prompts so that they know what to write.
