 This is an interesting concept and I didn't know the discussion has
 already started. I was thinking yesterday about the same thing and I have
 built something with static HTML/CSS.

 As the original Notifications API proposal by @johnbillion solves this by
 implementing notification **Transport**, this notification center could be
 another transport of *push* type notification holder. It's similar to Mac
 OS notification center where any plugin/core or any other system as
 mentioned above could send a specific user a notification. A notification
 has to be dismissable/read and an action could be performed when clicking
 on the notification itself. It could lead to an url or maybe nothing.
