 Yeah, you're right. I picked this one since it's where
 `get_privacy_policy_url()` was introduced, and I initially thought this
 would just be adding a simple filter.

 In hindsight, I should have created a new ticket. I've done that now,
 though: #43850

 I'll reply to your other feedback there.
