 wordpress.org/support
 But in short: The sorting is not done by WordPress, but by your database.
 You need to make sure that your database collation is correctly set in
 your database. Unfortunately, it's not totally trivial to fix. (And for
 multilingual solutions it may not even be possible to get everything right
 without coding special solutions.)
