Comment (by mikejolley):

 @azaozz Correct CPTs are used for logging requests,  but the verification
 system is independent of that on purpose so it could be used in other
 places. For example, if I wanted to use these for lost password emails I
 wouldn't need to log via the CPT.

 Make sense?
