 Hi @folletto, so I'm currently waiting on @helen to see if she's okay with
 me taking this over.

 I've created a plugin based on the designs above (as mentioned already)
 and it's available on GitHub to test right now. It's also approved in the
 plugin directory but I haven't had a chance to upload anything just yet.
 I'll do that tomorrow though.

 Some things to note:

 1. Works on single & multi site installations
 2. Multi sites 'site drop down' has been removed and needs adding back in
 3. Some other links have also been removed such as the themes, menus and
 widgets and replaced with the new drop down.
 4. Plugin currently has no filters or action hooks yet, that's to be
 worked out.

 Note technically plugin territory:

 1. I'd like to have a new Slack channel created for this as it's a pretty
 big project (#feature-toolbar).
 2. Hopefully with anyone who is interested, I'd like to lead this feature
 project.
 3. New ideas and support with this is very welcome, please help me! :)
