 In [attachment:43602.5.diff] I changed the required capability for
 accessing the data removal page to `delete_users`. This is a capability
 that Admins have on single sites, but only Super Admins have on
 multisites. Given that the procedure here affects the user tables, which
 are shared across all sites in a network, it seems like this should only
 be available to Super Admins in a multisite context.
