 I considered doing a "bulk select" mode akin to media, but ended up liking
 the parity that introducing "reorder" brought between menus in the
 Customizer and wp-admin.

 Yup, like in the Customizer, the expanding arrows would disappear while
 you're in "reorder" mode. Attaching a gif to show how it currently works
 in the Customizer.
