 Yeah, probably better safe than sorry here.

 re: [attachment:43602-demo.gif], the notice should appear inside the
 container — so, inside the blue, not underneath it. I know it's a bit
 notice-ception, but that's how it currently works in other areas of the
 admin (like plugins).
