 Core doesn't do any tracking, though, right? At least where "tracking" is
 defined with respect to comment:7.

 So is the goal of this ticket to just provide a standardized modal for
 plugins to use, even though it'd be off by default on a fresh install? Or
 do you think that even something as benign as `wordpress_sec_{hash}`
 requires explicit consent? Even if it did, couldn't we collect that
 consent during the log-in process, similar to how it's collected for
 commenting?
