 Where can the jQuery core team help with this? Are there things in
 Wordpress core that require the older jQuery and/or jQuery Migrate? If so
 can we help with those changes or with testing? Ideally Wordpress would be
 on jQuery 3+ and not need the Migrate plugin because it introduces
 behavior that isn't the norm for the version of jQuery being used.
