 If something like that is added to the readme it won't be translated in
 WordPress, only on WordPress.org. Plus we would need a way to parse the
 readme in WordPress.

 Anything that should be added on the privacy page is something plugins
 should add using PHP.

 Anything that should be visible on WordPress.org should be in the
 readme.txt.
