 Dashboard: Strip more extraneous IP parts to prevent PHP warnings.

 This iterates on earlier versions of the code, in order to handle more
 edge cases. An arbitrary string like `or=\"` will now be stripped, as well
 as reachability scopes like `%eth0`.
