Comment (by idea15):

 The data map is internal to Automattic. It's not for contributors to tell
 them how to run their business. It is for them to clarify that information
 in the wp.org privacy policy.

 The Foundation is basically pieces of paper for US tax purposes. Don't
 overread into it.
