 I've just called the UK's ICO helpline to clarify the situation on
 cookies. They say that this area is under consultation and will be part of
 the ePrivacy Regultions in 2019, and until that time the existing PECR
 applies. I was informed therefore that granular cookie control and saving
 consent with id and date is not required at this time.
