 In 43545.3.diff:
 - Fix output from `wp_privacy_anonymize_ip()` when `inet_pton()` or
 `inet_ntop()` don't exist.
 - Make `wp_privacy_anonymize_data()` return an empty string when `$type`
 is not passed.
