 - Change the widget header to match the style of the other widgets.
 - Reword the notice, props @benhuberman.
 - Make the button open in a new tab.

 I've also asked @benhuberman to edit the [https://wordpress.org/support
 /upgrade-php/ upgrade page].

 It doesn't have any special behaviour on smaller screens, so I've only
