 If adding a message to a notification area is something being suggested in
 order to satisfy the GDPR's requirements on processing of personal data,
 then there's not much overlap between that and the GDPR's requirements
 (see: https://medium.com/@sagarag/how-to-design-gdpr-compliant-consent-
 b5d6cf28d0c5 ). (I personally am not a lawyer and have no opinion on
 whether the core updates check is a GDPR personal data issue or not - I'm
 just saying...).
