 The help text for the themes panel is currently somewhat misleading, as
 the filters are no longer in the sidebar. It could probably benefit from a
 more general reworking to ''briefly'' explain what themes are, why they
 need to be "installed," and maybe that plugins are available that offer
 themes from other sources (if the user can install themes and it's not
 multisite).

 Current text:
 > An alternative idea would be to promote Gutenberg as the next major
 focus for core at the end of the 4.9 about page. That's a more appropriate
 place for this sort of information, and the users that see that would tend
 to be the ones that would be responsible for installing the plugin on
 their site.
