 [attachment:40228.2.diff] is a reworked version of `get_blog_details()` to
 work with the latest patch in #40180.

 The removal of all the custom logic in `get_blog_details()` causes the
 cache groups `blog-details` and `blog-lookup` to no longer be used, so we
 can probably remove them completely within the next releases. Therefore
 these groups have been removed from related unit tests and replaced with
 the newer cache groups.
