 No, as mentioned on the handbook page:

 > If all you have is a license, readme, and wp-config-sample.php (or no
 custom changes at all), everything will be automated for you

 If the request is to include custom plugins in packages then this needs to
 be a meta.trac ticket since it affects the build task. But if the question
 is whether parts of the plugin should/can be included in core, the ticket
 would be at the right place but the summary/description needs a change.
