Comment:

 @spacedmonkey Let's discuss these things in separate follow-up tickets,
 I'd propose one for passing network objects and another one for possibly
 using the `WP_Network::$blog_id` property in `is_main_site()`.

 I'm adding the `needs-dev-note` keyword since the function, filter and
 implications for `WP_Network::$blog_id` should probably be mentioned in
 our 4.9 note.
