 Worth reminding navigation through panels in the customizer sets the
 initial focus on the "Back" button:

 thus, everything that comes "before" is basically "skipped" and hardly
 discoverable for keyboard users and especially screen reader users. This
 is a long standing issue in the customizer and maybe worth revisiting a
 bit how it works :)

 About the split button, it will need some special a11y treatment and I'm
 confident it can be built with a decent level of accessibility. It would
 be nice to build it as a re-usable UI component, as something similar is
 already used in Press This and it was proposed also as enhancement for the
 Add Media button.
