Trac is for working on WordPress core only, not any plugins. As the plugin
readme says, all tickets for the project are being tracked on
[https://github.com/WP-API/WP-API GitHub]. It's best to submit an issue/PR
there or ask for that in the REST API Slack channel.
Please note that the plugin does not do anything when running WordPRess
4.7. It stops running. Nothing breaks. It doesn't really matter if it's
installed.
To answer your questions:
