 Showing widgets from the orphaned sidebars among the widgets in the
 “inactive widgets” sidebar would be fine. But what should be restored, I
 believe, is widgets from those orphaned sidebars to be restored to their
 former widget areas when switching from a theme with 3 areas to 2 areas
 and back to 3 again.
