 In the Customizer of Version 4.9 Beta 4, I can't specify between 0:00 -
 0:59 for Schedule when settings is 24-hour clock.

 Reproduce Step

 Preparation
 1. Administration Screen -> Settings -> General
 2. Select 12:xx / 'H:i' (3rd option) at Time Format
 3. Click Save Changes

 Customizer
 1. Start Customizer
 2. Click Settings
 3. Select Schedule
 4. Input '0' at hour field in Time.

 Then 'Invalid hour' is displayed and can't specify it.
