 For context, the wordiness probably comes from a desire to convey that
 some plugins might exist, but the currently logged in user may not have
 access to see them.

 * "You" to hint that other users might have plugins available
 * "do not appear" to hint that results might not be 100% accurate (based
 on transient usage, caching, etc...)
 * "plugins available" to hint that plugins might be installed, but simply
 are not presented here
 * "at this time" to hint that plugins might be available at a later date

 ----

 I think more decisive verbiage here would not hurt, and probably only
 help, and "No plugins are currently available." is my suggestion to cast a
 wide net without being dismissive or curt.
