 I think the latest changes in the Customizer haven't made their way to
 this part of help tab text in:
 https://core.trac.wordpress.org/browser/trunk/src/wp-
 admin/themes.php?marks=106#L106

 It says at the end "Save & Activate" but we now have the text "'''Activate
 & Publish'''" on the button.
