 This ticket was opened 5 years ago. There was a patch added 13 months ago
 without any feedback or response.

 @tomdxw has done a great job of summarizing the issues and pushing this
 forward with a patch. He's even asked twice for feedback about his
 approach/solution.

 After a certain point you have to ask yourself how much the WordPress core
 team cares about this issue?
