First up, I want to thank everyone for chiming in. To address this:

My concern is that the current approach is not scalable to future feature
developments beyond Gutenberg.
It's not too late! That's one of the reasons for merging so early, so we
can get more attention on these kinds of features that might need
additional discussion. We're in Beta 3, and after that we still have one
more Beta, so we do have time to iterate.
I've had a chance to scan your comments, but @pento, @karmatosed and I
have been together for a meetup, so we haven't yet had a chance to examine
them all closely. We'll review more thoroughly as soon as we're able.
I for one think some additional explanatory copy would be a great
addition, and think making this a reusable component could be quite
valuable in the future.
